Establishment of QAC
The Quality Assurance Centre (QAC) at Universiti Pendidikan Sultan Idris (UPSI) was established on 1 October 2001. The initiative was led by the Vice-Chancellor, Professor Dato’ Dr. Ir. Mohd Noor b Haji Salleh, with the approval of the Board of Directors. The Centre operates under the supervision of the Deputy Vice-Chancellor (Academic), and Professor Dato’ Dr. Isahak Haron was appointed as its first director.
MS ISO 9001:2000 Certification
Starting November 2003, in line with international quality requirements, the Quality Assurance Centre (QAC) at UPSI took steps to obtain MS ISO 9001:2000 certification. On 1 November 2003, Associate Professor Mohd Taib Ariffin was appointed as the second director, replacing the first director whose contract ended on 31 October 2003. The initial step towards certification involved organizing a workshop on MS ISO 9001:2000 for all academic staff. Due to health reasons, Associate Professor Mohd Taib Ariffin resigned, and Associate Professor Dr. Nagendralingan Ratnavadivel took over the position effective 1 July 2004.
BPAQ Upgrade
On 1 October 2008, the division was upgraded to the Academic Development and Quality Division (BPAQ), reflecting its growing significance in UPSI’s quality management framework. The division was subsequently operated under a director, three coordinators, a senior assistant registrar, an assistant registrar, an ICT officer, an ICT assistant, and four administrative assistants.
Restructuring To 5 Units
On 1 March 2015, BPAQ was restructured into five units namely: Quality Management Unit, Focused Research Unit, Professional and Talent Development Unit, Administration and Finance Unit and Information Technology Unit. The Focused Research Unit was rebranded to the Curriculum and Academic Innovation Unit in 2015.
Restructuring To 2 PTj
On 16 May 2017, BPAQ was restructured into two focused PTJs: the Quality Management Division (BPQ) and the Centre for Academic Development (PPA). BPQ is placed under the Vice-Chancellor’s portfolio, handling academic quality management and organisational development functions, while PPA remains under the TNC (AA) portfolio, focusing on academic development functions.
Compilation of Positions
The arrangement took place again at BPQ on 2 January 2018 by placing one (1) Director of grade DS54, one (1) Deputy Registrar grade N48, one (1) Administrative Officer grade N44 and two (2) implementing staff grade N19. The addition of new functions was also made by including tasks involving Academic Quality and Customer Management.
Approval of Deputy Director & Coordinator
To implement the expanding functions of BPQ, on 16 July 2018, UPSI's top management approved the position of Deputy Director and Coordinator bringing the total number of posts in BPQ to eight (8) people. The operations at BPQ were streamlined by forming four units, namely the Academic Quality and Accreditation Unit, Audit and Benchmarking Unit, Institutional Quality and Organisational Development Unit and Administration and Finance Unit.
