BACKGROUND

Quality Management at the Sultan Idris Education University (UPSI) began with the setting up of the Quality Assurance Center (PPQ) on October 1, 2001. PPQ was placed under the portfolio of the Deputy Vice-Chancellor (Academic) and a director was appointed as Head of the Center (PTj).

Starting in November 2003, PPQ had taken steps to obtain the MS ISO 9001: 2000 certification for UPSI. Due to the importance of this division to UPSI it had been upgraded to the Academic and Quality Development Division (BPAQ) on 1 October 2008.

On March 1, 2015, BPAQ had been restructured into five units namely: Quality Management Unit, Focus Unit Research, Professional Development and Talent Unit, Administrative and Finance Unit and Information Technology Unit. The Focused Research Unit had been rebranded to the Academic Curriculum and Innovation Unit by 2015.

On May 16, 2017 BPAQ was restructured into two (2) focus divisions namely the Quality Management Division (BPQ) and the Academic Development Center (PPA). BPQ was placed under the Registrar portfolio with function involving academic quality management as well as organizational development while PPA remained under the TNC (AA) portfolio with function involving academic development. At the beginning of its establishment, BPQ was headed by a (1) N54 Chief Deputy Registrar, one (1) N44 Senior Assistant Registrar, one (1) N29 executing personnel and two (2) executing staff grade N19.

The positioning of the office was again done on January 2, 2018 by placing one (1) grade DS54 Director, one (1) N48 Deputy Registrar, one (1) N44 Senior Assistant Registrar and two (2) executing staff grade N19. New functions have also been included by incorporating tasks involving Academic Quality and Customer Management as well as the implementation of existing functions ie Non-Academic Quality and Organizational Development. With the new addition, BPQ is placed under the TNC (AA) portfolio.

To implement the expanded BPQ function, on July 16, 2018, the top management of UPSI approved the post of Deputy Director and Coordinator making eight (8) BPQ positions. Operations at BPQ are streamlined by forming four units namely Academic Quality and Accreditation Unit, Audit and Benchmarking Unit, Institutional Quality and Organization Development Unit and Administration and Finance Unit.
